2.4. На оплату отпускных за неправомерно предоставленные дополнительные отпуска за работу с вредными условиями труда Диспансером использованы бюджетные средства, чем государству, в лице его субъекта Санкт-Петербурга, причинен материальный ущерб.

В результате безосновательного и неправомерного исключения из количества рабочих дней 48 дней — в 2012 году и 60 дней — в 2013 году на участие врачей психиатров-наркологов в профилактической работе, проводимой с населением (проведение лекций, бесед и другие мероприятия) были занижены показатели по оказанию государственных услуг в государственных заданиях.
